In noticing St. Eustatius lsland off of St. Kitts, we learned that the US has an oil-related presence there. They say that after Exxon Valdez, double hulled tankers were required to carry oil. Apparently we comply when in US waters. Our oil is first shipped from the middle East to St. Eustatius. It is there that they transfer the oil into a double hulled tanker and then it is shipped the rest of the way to the US. I guess there are loopholes in paradise, too.
We toured the entire island in an open air safari-type vehicle, stopping at all of the island highlights.
Though it's not heavily advertised as a Scuba destination, the tropical fish were plentiful!
