I'm all for panhandlers who actually perform for their money, but this guy isn't even playing the guitar, and he definitely can't get by on good looks alone.

Yep South American cultures have kids day. In brazil at least they hand out little bags full of candy.Do they do that there?? Just like halloween here, I was shocked when there was no kids day here.
